A movement to measurably reduce homelessness

Built for Zero is a movement, a methodology, and proof of what is possible. Over 100 cities and counties are using data to measurably reduce homelessness for entire populations — changing how local response systems work and what they can achieve. Together, they are proving that when communities act with speed, coordination, and accountability, homelessness can be visibly and meaningfully reduced.

Communities in the Built for Zero movement are proving that visible, lasting reductions in homelessness are possible.

Communities have made homelessness rare and brief for at least one population.

This milestone indicates that fewer people are experiencing homelessness than are being housed at any given time — and that housing placements are outpacing inflow. It also helps communities track whether reductions are reaching every population equitably.

Reaching this threshold is not a one-time achievement. It requires continuous system performance and sustained accountability.
